Overview

*This is a local role based in Kigali, Rwanda. The deadline for applications is Tuesday, 14 July 2026.

 

The Administration and Finance Manager (AFM) provides direct leadership support to the HOPE Rwanda SG Country Director by overseeing program finance, administration, compliance, and operational support. The role is accountable for excellence in financial management, budgeting, reporting, internal controls, head office accounting, and partner financial support, while also contributing to administrative systems, HR coordination, planning, and key relationships with church partners and field staff.

Responsibilities

Promote and fulfill the mission and vision of HOPE International.

 

Relationship Building and Management

  • Intentionally invest in building strong, God-honoring relationships with the Country Director, head office staff, and church partner staff.
  • Assist the CD in developing and maintaining excellent, productive and fruitful relationships with HOPE Rwanda SG ministry partner staff.
  • Provide administrative and finance support to HOPE Rwanda SG staff through high-level oversight and hands-on logistics support.
  • In all the above, ensure that relationships are marked by HOPE’s Christ-centered values.

 

Planning

  • Assist the Country Director in developing annual business plans, annual budgets, and periodic reforecasts using Adaptive, HOPE’s budgeting and financial analysis software.
  • Help establish and implement a strategy for sourcing the appropriate resources (staffing, financial, etc.) needed to achieve the goals outlined within the program’s plan.
  • Collaborate with the Rwanda SG Operations Manager to directly support church partners to develop, approve, and track annual and quarterly partner budgets and action plans.
  • In conjunction with the CD, manage and monitor HOPE Rwanda SG cash flow and ongoing financial planning.

 

Financial Management, Reporting & Analysis

  • Oversee implementation and compliance with HOPE International’s policies as described in the HOPE Rwanda SG finance manual. Recommend and implement improvements to maintain a strong internal control environment.
  • Manage contact with HOPE International’s US finance department.
  • Review HOPE Rwanda accounting records in NetSuite to ensure accuracy. Prepare monthly reconciliations in accordance with the month end close process.
  • Support the Admin & Finance Officer in the daily financial processes.
  • With the CD’s approval, submit requests for funding to HOPE Internatinal in a timely manner with appropriate documentation.
  • Carry out all head office financial reporting functions in compliance with the Finance Manual, including timely submission of monthly financial reports and budget-to-actual analysis.
  • Ensure that HOPE Rwanda SG reporting standards and deadlines are met.
  • Provide report analysis and actionable recommendations to the Country Director.
  • Ensure that HOPE Rwanda SG is fully compliant with all applicable governmental regulations.
  • Support church partners to continually improve financial performance within the Savings Group ministry and fully implement the Church Partner Financial Guidelines.
  • Review monthly church partner financial reports and Church Partner Financial Guidelines compliance assessment reports.
  • Support the achievement of ministry goals and objectives while remaining within the approved budget for HOPE Rwanda SG and its partners.

 

Administrative and Human Resources Management

  • In conjunction with the CD, provide administrative and human resource management, including implementation of adequate HR policies, HR manual reviews, controls, contracts, staff leave reconciliation and structures.
  • Supervise Administration and Finance Officer, Church Partner Finance Officers, and Administration and Logistics Officer
  • Encourage and support supervised staff development through training, resource sharing, and goal setting.
  • In conjunction with the HOPE International security team, manage security policies and procedures for the HOPE Rwanda SG office.
  • Manage the organization of key HOPE Rwanda SG financial documents, including data backup and business continuity planning.
  • Ensure prompt and accurate payment of payroll and government taxes for HOPE Rwanda SG staff.
  • Ensure that HOPE Rwanda SG assets and inventory are well documented and well maintained.

Compliance & Risk Management

  • Assist in refinement and implementation of processes for periodic updates to the Finance and HR Manuals as weaknesses or inefficiencies are identified.
  • Collaborate with program management to identify and monitor incidents
  • Oversee the provision of documents and explanations requested by internal and external auditors and collaborate with the CD to provide management responses and implement agreed upon changes.
  • Monitor the implementation of recommendations and changes as proposed by Internal Audit and HOPE International management.
  • Support in the design and implementation of risk mitigation tools and procedures for Rwanda SG, as directed by the CD.

 

SG Regional and Network-Wide Support

  • Contribute to various projects or initiatives as requested by CSU or HOPE International for SG development, mutual country support, or HOPE International progress as a whole.

 

Spiritual Integration and Christian Witness

  • Contribute to bearing witness to Christ and His Kingdom through who we are, how we work, and how we serve the church.
  • Engage actively in bi-weekly devotions, monthly meetings, and quarterly retreats for HOPE staff to maintain focus on the program’s Christ-centered mission and to foster spiritual growth among HOPE staff and partners.
  • Maintain a healthy personal spiritual balance across family, work, and church life through biblical, personal, and spiritual disciplines.

 

Other Duties

  • Perform other duties as requested by the Country Director, manager, or CSU.

Qualifications

  • Personal confession of Christian faith and commitment to the mission and vision of HOPE
    International.
  • Qualifying degree in finance, accounting, business administration, or similar field of study
  • Minimum of five years of experience in mid-level accounting or bookkeeping required;
    experience with a Christian organization is preferred.
  • Minimum of two years of experience serving as direct manager of at least two staff.
  • Exceptional understanding of and demonstrated experience with financial accounting principles, processes,
    and systems.
  • Experience using accounting systems; proficiency with NetSuite is preferred.
  • Proficiency with Excel as a tool for data input, reporting, review, and analysis.
  • Excellent cross-cultural communication
  • Excellent computer-based communication skills and working knowledge of basic IT.
  • Fluent spoken and written communication in English.
  • Working knowledge of Kinyarwanda and French is preferred.
  • Willingness to travel regularly upcountry and occasionally to other countries where HOPE
    operates.
  • Assertive self-starter with the confidence to ask hard questions and hold management
    accountable.
  • Highly flexible, hardworking, and able to work effectively in stressful or challenging situations.
