The Church Partner Finance Officer (CPFO) is to provide direct support to HOPE International Church partners. This includes ensuring compliance with HOPE’s Church partner Finance Guidelines (CPFG) and responsibility for regular review of partner financial reporting on granted funds.

 

The CPFO is responsible to train Church partners including Ministry Coordinators, Field Coordinators, and Accountants on Church partner financial guidelines. The CPFG Officer is responsible to assist the HOPE Rwanda Savings Group (SG) ministry Administration and Finance Manager (AFM) to achieve or exceed the annual goals for HOPE Rwanda SG ministry.

Responsibilities

Promote and fulfill the mission and vision of HOPE International.

 Primary responsibilities:

  • Monthly review of Church Partner’s financial reports.
  • Collecting and filing all related financial supporting documents from Church partners.
  • Conduct the bi-annual compliance visits and provide effective support to Church partners.

Spiritual Integration and Christian Witness

  • Actively participate in daily, weekly, and other devotions among HOPE staff to maintain a focus on the program’s Christ-centered mission and vision and to promote spiritual growth among staff, group members, and other associated parties.
  • Ensure a personal healthy spiritual balance within family, work, and church life through the adoption of Biblical, personal, spiritual disciplines.

Relationship Building and Management

  • Intentionally invest in building a strong, God-honoring relationship with Church partners’ staff.
  • Assist the AFM in developing and maintaining excellent, productive, and fruitful relationships with HOPE Rwanda SG ministry and Church Partners.
  • Provide CPFG training to Church Partners.
  • In all the above, ensure that relationships are marked by HOPE’s Christ-centered values.

Church Partner Financial Management and Reporting

  • Collect church partner monthly financial reports and the related supporting documents.
  • Follow up on submission of SG bank Statement and Bank Reconciliation.
  • Review Financial Reporting tool for church partners.
  • Verify the ending cash balance.
  • Verify that HOPE fund transfers are recorded in appropriate month.
  • Review the advance tab.
  • Review QAP Variance analysis and explanation.
  • Prepare Monthly Finance Checklist
  • Prepare Church Partner Compliance Visits as per requirement and Review of major accounts: Bank Account, Expenses, Advances and Record keeping.
  • Prepare and finalize Field Visit assessments work papers.
  • Submit the Field visit Assessment report to AFM for the review.
  • Facilitate and provide basic training, technical support and guidance to the Accountants and The Ministry Coordinators (MCs), particularly budget holders, for skills improvement in the areas of budget monitoring, reporting, and internal control. This includes assisting them in understanding their management accounts.

Administration

  • Handle the office Petty Cash and prepare timely report of cash usage and replenishment.
  • Manage basic office supplies and prepare timely utilization report for stock renewal.

Compliance & Risk Management

  • Be familiar with all HOPE International manuals (in addition to CPFG) and ensure compliance is fully executed.
  • Assist in refinement and implementation of processes for periodic updates CPFG Manual as weaknesses or inefficiencies are identified.
  • Fully involved in Internal CPFG finance audits.
  • Follow up on audit findings as assigned, to ensure that management’s audit recommendations are timely implemented.

Other Responsibilities

  • Will perform other duties as requested by the AFM or CD.

Qualifications

  • Personal confession of Christian faith and commitment to the mission and vision of HOPE International.
  • Passion and willingness to learn about Savings Group programs, methodologies, and systems.
  • Passion and ability to self–educate regarding SG ministry methodologies and systems.
  • Excellent understanding of cross-cultural communication, workplace relationships, or church relations and the ability to communicate well with others.
  • Three (3) to five (5) years of relevant work experience in a comparable international organization financial accounting, monitoring, and reporting, budget planning, processing of transactions, use of financial management systems and audit.
  • Qualifying university degree in Accounting, Administration, Finance, or similar field study.
  • Proficiency with Excel as a tool for data input, reporting, review, and analysis.
  • Mastery of the French language, intermediate level in English.
  • Good oral and written French communication skills.
  • Hard worker and resilient.
  • Highly flexible and creative, assertive, detail-oriented, self-starter with demonstrated ability to work independently as well as in collaboration with a team.
  • Excellent written, verbal, and computer-based communication skills.
  • Knowledge of QuickBooks and other accounting softwares.
